Achieving the dreams of American owners is a challenging goal, especially for high interest rates and many hopeful home buyers, when home prices are prohibitively high. What is the down payment for fairness?

DAP Export for the Equity Act, also known as the $25,000 First Buyer Home Grant, is a bill introduced in Congress in 2021. The proposed bill aims to make it more accessible to first-generation US home buyers, particularly Black, Hispanic, Native American and Asian American buyers.

To achieve this, the bill will provide eligible individuals with up to $25,000 to cover costs such as down payments. Closure costsor buy mortgage interest rates.

If adopted, the U.S. Housing and Urban Development Agency (HUD) oversees the program along with several community organizations and is managed at the state level. However, the measure has not yet been adopted by Congress, so it appears that it will become even more unlikely.

What is the status of the $25,000 First Home Buyer Grant?

At the time of this writing, no down payment for fairness has been passed. This means that you are not currently unable to apply or receive a $25,000 home buyer grant.

Originally introduced in 2021, the dappay extension for stocks was part of both the 2022-2023 and 2023-2024 parliamentary sessions. However, both sessions ended without voting for this measure. As of May 2025, the bill has not been reintroduced.

The bill’s main sponsors, Rep. Maxine Waters (D-Calif), as well as House member and Sen. Rafael Warnock (D-GA), are still in office, and could potentially reintroduce the measure in the future.

Who qualifies for the $25,000 grant?

If passed, down payments for the capital law will be available to eligible first generations. First-time home buyer. Eligibility requirements include:

  • First Home Buyer Status: You cannot own a home or co-sign a mortgage for the past three years.
  • First Generation Home Buyer Status: Your parents, legal guardian, spouse, or domestic partners cannot own a home in the past three years. If you are placed in foster care and your income is classified within the program’s limits (below), you will also be considered a first-generation home buyer.
  • Income limit: Your income cannot exceed 120% of the median income in the area where you are purchasing the home or the area where you currently live. In high-cost areas (determined by HUD), the limitations are high.
  • Home loan type: You can use the funds if you are getting a traditional loan backed by Fannie Mae or Freddie Mac, FHA loan, VA loan, USDA loan, Section 184 loan, or any other loan considered a qualifying mortgage.
  • Property Type: If you are purchasing a detached house, condominium, cooperative, or manufactured home, and as long as you live in one of these units, you can use the funds to buy a maximum of four units of multifamily home.
  • HomeBuyer Education: HUD approved housing counselling program (or Home buyer education If course counseling is not available in the time frame, you are buying a house).

Another important point is that you need to live in the house you purchased for at least five years (with the help of a grant). Otherwise, you may need to repay some or all of the funds, depending on your output.

When can I fill out my first $25,000 home buyer grant application?

As this measure has not been passed, it is unknown if a first-time HomeBuyer Grant qualified person can fill out the application.

Are there any other versions of a $25,000 down payment on stocks?

Since its introduction as HR 4495 in 2021, down payments have been undergoing various iterations towards the Equity Act. The latest version of the measure is down payments for the 2024 Stock Act, which was introduced in the Senate in 2024.

Like previous versions, the 2024 bill establishes a grant programme for first-time, low-income first-generation home buyers, and is administered by HUD. The 2024 bill also allows eligible individuals to use $25,000 to reduce home down payments, closing costs and mortgage interest rates. Funds can also go towards home modifications to accommodate people with disabilities.

The Helper (Homes for All Local Parents, Educators, and Responders) Act is another bill focused on helping home buyers. It was originally introduced at the Legislative Conference on 2021-2022, and again on 2023-2024. The latest iteration of the bill was introduced in March 2025 by Rep. John Rutherford (R-FL) and Sen. Ashley Moody (R-FL). This scale is designed to be corrected FHA Mortgage Insurance Program To provide eligible first responders, law enforcement officers and teachers with access to outstanding payment loans.
